i'm thinking that when you blast your horn, rather than sounding outside the car, it would send a radio signal to a speaker inside all of the cars within a certain radius and the horn sound would interrupt the radio or cd player and blast inside of the car. the horn sound would be louder or softer depending on the distance, mass and speed of the honker. i'm sure that we have the technology for this available today.

i would also add a small jolt of electricity in seat of the driver's car. each time you blasted your horn, you would receive this jolt.

the combination of jolt plus interruption of music would, i am sure, condition drivers only to use their horns when they really need to. when they are in danger.
